DRIVERS LICENSE RESTRICTIONS FOR THOSE UNDER 21

Good afternoon Honorable Members of the Committee,
My name is Daniel Cox and I am the Legal Assistant at Family
Heritage Matters, representing the Maryland Association of
Christian Home Educators, which oversees 7000 of Maryland's
11,000 home school students.
Our concern is that House Bill #127 will hurt families
we are associated with concerning student driving priviledges. A
limited priviledge of no more than 2 under 21 yr. old passengers
does not accomodate families who have more than 3 siblings and
have various needs of transportation. Also, this bill has no
provision for those driving carpools to work, nor does it allow
exemptions for those on educational trips, and approved school
activities. Furthermore, this bill does not even exempt an under 21
year old driver if they have an adult or parent in the car with them.
Please report unfavorably on this bill! Do not blanket all law
abiding 16 to 21 yr. olds due to the sins and reckless behavior of
irresponsible youths who have most likely caused the need for you
to draft such legislation. We know of thousands of responsible
youths whose freedoms this bill will take away unjustly.
